Help with two low income girls (orphans)

The two girls were both adopted and orphaned when their parents met an untimely death. Their aunt still survives but is barely taking care of their needs and pulling funds out of money meant for them. The older sister is a past victim of a gang rape and is struggling to make ends meet and take care of the younger sister.

The older sister is the financial backbone, but her earning power is limited. Lately she's had to pull her own money out of savings to cover her aunt's car costs (which has absolutely nothing to do with her). She is stuck in a horrible situation being dependent on someone who doesn't have all her best interests at heart.
