Help us Rebuild our Riprap

Good day everyone.. this is during a typhoon, and we didn't know that the back of our house is in Danger, Heavy rain and the Creek Behind our house had Fast water running from it Because of the Typhoon, we went to our neighbor to take a photo of the Situation as we cannot see everything and we are scared to go up the roof because the edge of our roof is Rusted.. Photos are here to see our situation. we went to local officials (Government) to ask for help. but they said we need to talk to the engineer of the Subdivision but we had no luck. they are all gone with the wind so we decided to seek help.. very day goes by and we are scared that our small house might fall down.. we need to get the Riprap Fixed but we can't do this alone.. we hope someone can help us Buy Cement etc.. thank you !

What do i Gain in all of this? To prevent other houses beside us on collapsing on our Left side from the back there is a "three story house" that could be a Problem if our back house finally collapsed.
