Help to make the animal shelter

My name is Oleg. I am 23 years old. I live in Kirov(russia).In my hometown with a population of 0.5M there is no one animal shelter. One day walking around town and seeing a stray dog, I decided to put myself in her place. She does not have a roof. . . . .

My name is Oleg. I am 23 years old. I live in Kirov(russia).In my hometown with a population of 0.5M there is no one animal shelter. One day walking around town and seeing a stray dog, I decided to put myself in her place. She does not have a roof over her head and there is nowhere to hide from the rain, snow, no food. I was scared to think how she was going through the frost. Then I first time seriously decided to help them.

Our family has a small plot where we grew potatoes, but we do not use it for 3 years. After some discussion with parents they decided to give the land to me. I intend to fence the plot and build a shelter for 20 dogs, but I do not have money for materials.

Basic materials that I need: mesh for fencing(1400$), lumber (~900$), insulation for walls and floors(300$), metal tile(400$), door and windows(500$), and lower costs(cement, sand, breakstone, waterproofing membrane, paint). I would be very grateful if you help me.
