On Feb 26 2001 the Australian Government imposed harsh restrictions on New Zealand citizens arriving to live in Australia. Not only did it cut off their ability to access certain government services regardless of how long they lived in Australia, but also blocked them from applying for Australian citizenship.
It is now an extremely restricted and expensive process to apply for a permanent visa as a step towards citizenship. Most of the approximately 300,000 New Zealand Citizens that have moved to Australia since February 2001 do not even qualify to apply for this visa, let alone citizenship. These are the 'lost Kiwis' who are living here on quote 'temporary' visas, permanently, that are at risk of becoming Australia's underclass.
They are refused the right to naturalise, or to ever vote. They are also banned from joining the Australian Defense Force, and excluded from the new National Disability Insurance Scheme while still expected to pay the increased tax levy. This exclusion will extend to Australian born children of New Zealand Citizens until they are 10 years old.
