Help needed to fund my 4 children’s education

Hi I'm David and I have 4 children, aged 3, 7, 18 and 20 and they are all still in school. In August 2018, I underwent a below knee amputation in SGH due to diabetes that caused me to lose my job. This year, I was also diagnosed with lungs infection. I have been going in and out of hospital for multiple treatments. My family is staying in a 2 room HDB rental flat. I currently have to take care of my 4 children while my wife is doing a part time job, earning a gross of $1000. As she is holding a Long Term Visit Pass (LTVP), her job is unstable. I have been attempting to obtain a PR status for my wife and 2 step children since 2011, but to no avail. It is very hard to make ends meet due to the high foreigner educational cost, increasing arrears (electricity and water bills) and low income/ support. My daughter was disallowed to continue her studies (2 year, full time engineering course) at ITE Central as I was unable to pay her fees ($7200 per term). I really do hope that my children finish their education and am looking forward for them to succeed in their future career.
