HELP MY LITTLE BROTHER GET A NEW PHONE!

Just a few nights ago, my 11 year old brother got lost in the city of Sherbrooke, late at night. Of course, he didn't have a Phone. I finally decided that this was the time to get him a phone, but my parents thought otherwise. They thought it was too expensive to afford one and that if my brother was to get one, it was going to come out of our pockets. Me being a college students, i don't have nearly enough to afford my brother a phone, so i came over here, to kindly ask you guys.
