Un-homeless-izing my mother & her partner

This is my attempt to get my mom out of hot Phoenix weather into a promised home in Prescott, AZ.

My goal: To see my mother (Lisa) in a home that she feels safe in, with the benefit of the boyfriend (Brandon) having a home base so he can hold a job to support them both

Their situation: They are homeless in the desert in Phoenix, with a broken car and no money to fix it, she gets a small social security check every month around $1k and that's not enough for two people to get by on. Given their "living" situation, it's very difficult for either of them to work, as she's diagnosed disabled and he's a recovered addict.

A little about her:
She's an awesome mom and the strongest person i know. She's been through so much that it's hard to fathom. From growing up with 13 siblings, to being with a mentally abusive husband; to having me, the one she continues to call her miracle baby, as she had too many miscarriages; and many other struggles throughout her life. She's had too much abuse in her life from others, yet still she smiles so brightly!

A little about him:
He's the boyfriend and as far as i know, a good dude. he's been with her for a few years now, and despite all the fighting that comes from being in a relationship & being homeless together, they've persevered. He is a handyman who somehow always looks ripped despite all odds.

I don't know what else to do, I can't help my own mother out and have no one else to turn to, family members long since gave them the cold shoulder and I am a broke failure of a son who can't do much except ask for help like this.
