Help Mother Inlaw Move Cross County

My husband's mother, against our wishes, decided to up and move to Colorado about 5 years ago. She has emphysema and it was recommended she move to a drier climate. That would have been fine had she gone to Arizona or some other low lying area, but she is in a mountainous region and is worsening. She wants to move to the East Coast where we all have family. The only issue is, she requires constant care -something neither my husband and I are trained to handle and will require a nurse to travel with her until she reaches the Elderly Living facility in Pennsylvania. We also cannot pay for the care she needs to get moved. The cheapest a caregiver in her area quoted her was $5000 + the return trip plane ticket. We don't have a lot of money and live check to check like most Americans. My hope is raise the money to get her moved and alleviate all the stress this is placing on my husband who suffers from PTSD. Anything at this point will help.
