Help me to start my educational portal for unemployed

My name is Ranvir Ray. I am a resident of Bhagarampur village of Dhanbad district of Jharkhand state. My father was first in a private job. They used to work in open cast mines. They were eczema and dust allergic, they were unable to work and they had to leave the job. Now all the responsibility of the family has come to me. In my family there are my parents and 3 sisters besides me, one of whom has been married. I have studied till intermediate science. Due to the economic condition of the family, I have not been able to do further studies. But I have done many computer courses. I am very passionate about computers and the internet and want to make a career in this field. I spend a lot of time learning every day on the internet. In the last 5 years, I learned many things like digital marketing and web designing from the internet. I'm also a blogger. Today, the fees related to IT related courses are so much on any institution or online portal that not everyone can afford it. I want to start my own online educational portal So that I can benefit other people from my knowledge and they can make their career by doing internet based work. Those who are unemployed and unable to attain higher education due to their economic status. But I have no resources like laptops and money. If I get funding of Rs 3 lakh, then I can start my online educational portal by buying a laptop and investing on my business ideas. So please Help me to start my online educational portal for unemployed people with low economic status.
