Help me start a blog

I'm Kyll Marcos, a Bachelor in Science and Accoutancy student in University of Manila. I want to start a blog about financing and lifestyle here in the Philippines and why it should matter. But sadly my 3 year laptop is not working anymore and my family is not financialy stable right now. So I dont have the guts to ask for money. But I do have 3000 pesos in my savings which is not enough to buy a suitable laptop for it. That's why I'm asking kindly to help me buy a laptop, in average 25,000 pesos is the cost of laptop here in the Philippines that's why I need 22,000 pesos more to be able to buy a laptop.
