Help me repair my Car

I'm a hard-working person who works hard to take his family forward, and like many families, we don't have a lot of money, it is already difficult for us to keep surviving in this country, and with a lot of effort I saved a deposit for my family's car, that on January 25th around 4:45 pm and 5:20 pm, just under Princes St.r bridge in State highway 1 southbound, my car got smashed by a truck, I was so terrified that I was not able to get the truck's registration number, at the moment thanks to the salary cut I got thanks to COVID, I'm not able to afford car insurance, however, the truck driver went to check if I was ok and gave me his phone number telling me his insurance will pay for the damages and there was no need to call the police.

After having several calls with him, he sent me to a specific repairer to get a quotation, which I did, and when I asked when can we do the repairment, he mentioned that the price was too high that he wanted to review the quote with another repairer, by that time I was already feeling he was a bit dodgy that I asked for his company's name, his insurance name, and even his full name, and he failed to provide me those, he only told me his name is "Los" or something similar to that.

The first repairer told me he doesn't have insurance so now I'm worried he is trying to avoid the responsibility and run away.

he gave me the phone number of a new repairer, and I haven't been able to contact the new repairer, tried calling, leaving a message, sending a text, and finally got an answer back through WhatsApp where he just mentioned that he will let me know when to drop the car, 2 weeks after I haven't been able to contact the repairer anymore, and I can't find any information of the repairer more than his phone number I have been trying to contact the Truck driver but he doesn't answer the phone anymore.

I have lost money by phone bills, petrol, and time trying to sort this out, the police can't help with the issue, the dispute tribunal can't accept the case since I didn't get his full name or rego. no., I really want to take the case to the Dispute tribunal to help me to sort this out but his phone number is not enough to bring a case for them, I'm really desperate and just want justice, he just ran away and leave me with a $4,000 bill for some else bad driving skills and irresponsibility.
