Help me get a chance for a better education

I am from Tripoli, Libya, the well known country for it's recent tragedy of political armed conflicts, civil war, killing, armed robbery, and kidnapping that has been since 17th of Feb, 2011 and still going until this day.
I am 24 years old, graduated from High School in Oct, 2011.

My life for the past 7 years:
I have been through a lot in the past 7 years, in the Spring of 2012 I registered in the Engineering collage in the University of Tripoli, and due to the total chaos in Its administrative system, I decided to go to the section I love "IT collage", which had it's downsides as well, it had a bad teaching system and the anarchy caused by the constant political conflicts didn't help as well...
Each conflicts impacts the ability of the students to go to school, therefore the government puts the semester in hold until the gun fire stops.
This situation kept going like this for 2-3 years, and then i decided to drop collage and start to work to get money to study in the US or Germany, learn programming and designing at home.
so, I started my own Web Host re-seller project with my best friend and only partner, we had a few customers and it started growing slowly, also I started a side project which was selling video games for cheap prices, meanwhile I was progressing very well on my programming lessons, I made a few programs...
Then I had the worst experience in my life that put me on a psychological state of terror and depression...
I was kidnapped for money, the kidnappers thought that my family had money because my father owned a Jeep car and a good house... so, the they asked my family 40,000$ to set me free, my father tried to persuade then and convince them that we really don't have that amount of money and that he can't even get that money in years non the less in a few days... for that I was tortured and beaten to put my father on pressure to get them the money faster.
A after 1 week the kidnappers threw me on the road blindfolded and just left.
The time when I was reunited with my family was the happiest time of my whole life and these moments had a lot of different emotions, it had happiness of returning home, the fear of that horrific experience and also the fear of experiencing it again for me and my family...
I am surprised that they did not kill me and just released me for nothing. I still don't know why they did that. But I think this is a gift from god.
After a few months I was recovered mentally & physically. And here I am again trying to reach my dream of being an excellent programmer and graphic designer.

What I ask you guys is to fund my trip to the US/Germany to study in which country of the two that accepts me and gives me their Visa, as for US I have my best friend and partner there and if I can go to him I will get good kick starter based on his experience there. The trip will cost me around 5 thousand dollars just to get the Tickets and Visa, the other 10000 will be a starter push for Language Certificate my first semester fees and to pay the first month of house rent.

Note: Asking for your help was my last option because even if I work hard for a whole year and save all the money I get, the savings won't be enough to buy me 2000$ because of the economical problems that Libya is into right now, and I can't risk wasting more time on this.
I tried to make this as short as possible.
