Help John get his life back

I am trying to raise funds to help John by sound proofing his flat. Since a leaseholder bought and converted the flat above his, John has been constantly disturbed by the tenants day and night. The leaseholder does not want to know and the council cannot help. John is registered as disabled and suffers from several chronic conditions. He was recently admitted to hospital as he could not administer his medication due to the stress and lack of sleep. The money will pay for sound proofing in the lounge and his bedroom. This will hopefully help him get a normal life again in his own home. He cannot afford to pay for the work as he only gets disability allowance.
