Help him lead a normal life

My brother took a loan of $4571 to start a small business of electronic items sale in local town. He was cheated by 3 men who faked their identity and police didn't do much of help to catch them. He lost all his money and is jobless. The money he borrowed was from multiple local people on high interest rate. Every day they harass him and hold him with their company till late night. He needs money to repay them and put an end to this harassment. He is jobless and his marriage is in trouble due to this. Because of this he is mentally too stressed out and his health is affected too. His loan has gone to $6752 now. Some of the amount we have helped him with but he is in need of $5102. Please help him.
