Help get puppy Dallas back to health

We purchased our Golden Retriever puppy just one week ago and he is believed to have a congenital disease that the breeder did not tell us about. There is no law currently in Ohio saying that we can get money from the breeder for the surgery and he will need surgery and a lot of tests done to get him back to health. He currently cannot urinate and has a catheter in him and is primarily blood coming out. We need the money to save our Dallas so we don't have to put him down.
