Help Fred go home

I am asking for help to raise money in order to get my fiancé back to France. He has lost his parents in a plane crash a few years back and ever since then he has not kept in contact with his family and only has me to rely on to help him out of this situation. About 5 months ago he travelled to Togo to do business where business went wrong as they tried to defraud him. For months I've tried to help him get home but every bit of money I have sent to him, the CEO's of the place he stayed at have taken from him and have taken his passport as well and in order to get his passport back he has to pay a portion of the hotel bill, he has been 3 times to the French embassy in Lome and they refuse to help him and as well expect him to pay fees which he is unable to do so as he has not got money left after the CEO's took everything. I'm currently not working and not in a situation to send him more money as I have sold everything I could possibly sell to help him get a ticket home, which they have also taken. So now I am left with a bill of about €2280 which in my currency is about R36000,00 and I need to get him a ticket home which is R21500,0. I'm asking if anyone can please help me raise these funds so that I can get my fiancé home safely and away from all the riots and protests.
