funds for Master’s degree in civil engineering

I'm a civil engineer graduated top ten on my class, I have always dreamed of having a Ph.D. in civil engineering, but first I need to get my master's degree, but sadly because I live in an occupied country with very low resources and unemployment of more than 70%, I was not able to fund my educational journey by myself, and I was hoping you could help to make my dream come true.
