funding a disabled guys car

Hello, my name is Stefán, I was born and raised in Vestmannaeyjar, Iceland, I am 24 years old. When I was born, it was discovered that I was severely handicapped, I was diagnosed with a disability called Arthrogryposis multiplex congenita, this disability holds me back from driving a normal car, so what I need is to get myself a car that will be fully modified to my needs, the government fully pays for the modifications but their requirement is for it to be a new car and I unfortunately cannot afford one of those on my own.

A car for me would not just benefit me, this would clearly give me freedom that should be a part of human rights, but this also helps my family by making me more independent.

I do not expect getting help from strangers, but a friend said I should give it a try and if you do choose to help me then I'd just like to thank you.
