Fund for annulment case fee

I married a Hispanic man from Texas man in 2007 who went back to the USA one month after our civil wedding and just disappeared - no communication at all.

I am a single-mom of 3 young boys (prior to the marriage) and a Typhoon Haiyan (local name Yolanda) survivor. With the effect of the typhoon, I need to feed my kids (and my mother and aunt), rebuild our house and raise the boys alone with my small salary as a customer service representative and I do not have any more budget for the annulment. I want to be free from this marriage which has not worked for 8 years now. I want to move on and not use my married name anymore. Even if I want to re-marry, I can't without the annulment since there is no divorce in the Philippines.
