Electrical Fire

On Mother's day of all days my car had an electrical fire in my garage. My husband and I were in the house getting ready to leave soon. A neighbor came pounding on our door to tell us the garage was on fire. My husband's car waz right next to mine. Needless to say, my vehicle is destroyed beyond repair and my husband's has heat damage. Unfortunately because our funds have been short lately, my insurance just lapsed 5 days before this. I don't know where to turn. My landlord us waiting for their insurance company to inspect, repairs will be done and they're having a meeting to decide what to do with us! On top of this, the police had my vehicle towed to a place that the fire chief does his inspections. Now this place is telling me I have to pay to get my car back or hand over title. I wanted the car back because the rims are still good and they were very expensive, I could of sold those to help with another car or repair damages on husband's car. I'm just at my wits end and I really could use help! I'd appreciate anything.
