Credit Card Debt – from paying last semester fee

My scholarship at Rutgers University ended before I graduated in 2018 and I had to pay my last semester fee of approximately $4,000 through my credit card. Since then I have been suffering to repay the amount since my salary is very low and I live in the SF Bay Area. I feel I am stuck in the cycle of credit card debt.
