Car repair for family

i recently started a painting business. After i completed a job worth about 1200 dollars not only did the guy not pay me he kept all my tools. When i approached him about my money he threatened to call the cops. The next day my car had racial slurs all over it and it didnt run. My daughters have no way to school besides a 12 block walk. I also have no way to make more money without my car. The mechanic is charging me 700 ti get it back and i need more tools. The cops say of i have no proof he did it then im liable.
