Business start-up capital

I am a 23 year old Automotive Locksmith, I live in East London South Africa where I am currently opening up my locksmith company. I am struggling to get funding as most of the government agencies offer loans and need a business plan which is expensive to do by accountants. My business does lost keys, repair vehicle electronics, open locked vehicles, duplicate keys etc. I am looking for a minimum of R50000 or $7000 to be able to start offering my services to the public.
