Building Shelter To Help Stray Dogs

Hi My name is Alex.. I live in Ireland I am trying to get foundings to be able to build a shelter in Romania for stray drogs In Romania the President Traian Basescu ordered that all stray dogs will get killed if nobody take them of the street and make them pets. I need 18500 to be able to gather all documents and build all the proper cages to the highest standards. I know its not a small amount but as we consider ourselves souls we have to consider them the same, because they need to be loved not killed.
