Build a shelter by a pound in Europe

In the middle of Europe there is a foundation which wants to build a new shelter in a 2.3 ha field.
The field is currently empty, it's like a canvas. Everything is feasible by our very little help.
There is water, industrial electricity, and gas there, and they want to put on it an animal welfare centre expected in the modern age, almost in the middle of Hungary.
A sub-account has been set up for this purpose, and this GoGetFunding campaign is related to it too!

Their goal is to create a shelter that would eliminate the mass pet euthanasia in their environment!
