The Dr. David C. Webb Vocational Institute is a cooperative effort between Dr. Webb, Moira Lynn Mefein, Ward (Mark) Tipton, Ruth Sto Domingo and many others, designed to aid in the elimination of poverty through comprehensive education and reform. While its original focus was on the child, in many third-world and developing nations, the child is often a working and contributing member of the family unit. As such, removing the child for the sake of schooling often results in additional hardships for an already over-burdened and financially stressed family unit.

The Solution:

The WVI has incorporated many different aspects in both the Scholastic and Vocational pursuits in order to provide a complete and viable alternative to the entire family unit. Their primary focus as of now is for the provisioning of safe and secure housing for the homeless, vocational training for the adults and an option of vocational and/or scholastic educational opportunities for the children depending on the results of aptitude batteries and their personal selections.

To Date:

To date, the Dr, Webb Vocational Institute has been able to initiate conversations and secure conditional Memorandums of Agreement with some very promising groups and individuals. We have a direct Liaison with the British Ambassador through their Programme Manager for High Output and Low Carbon initiative, the University of North Carolina at Chapel Hill as well as with some of the largest and most prolific philanthropic organizations in the world today. Unfortunately, they can not do anything until such a time as we are a fully licensed and verified Non-Stock/Not-For-Profit Organization fully registered with the Philippine SEC. This funding is to secure the assistance of qualified individuals, pay assorted fees, establish a banking record and meet all of the other requirements the Philippine SEC has in place for such organizations. In addition, we will be using any additional funds for school supplies, children's clothes and hopefully, the staffing and equipping of an actual office.

Why the Philippines?

There are numerous reasons for registering the Webb Vocational Institute as a Philippine Non-Stock/Not-For-Profit Organization.

The primary consideration was because of Philippine Law!

It is very common for many of the larger and more recognizable "Charities" to use anywhere from seventy to ninety percent of all donations for "administrative costs". What that means is for every dollar you donate, you will be lucky if a single quarter actually makes it to the cause you believe you are supporting. Philippine Law makes it illegal for any Non-Profit to use anything more than thirty percent of any donations for any reason other than what you specifically donate for. In other words, when you donate to the organization here, you are guaranteed by law that at least seventy cents of every dollar actually goes to help those that need it the most!

Is it Just in the Philippines?

We are working primarily in the Philippines to get started and will likely build the primary facility here. However, we also have a "Sister" charity group we are working with based out of Washington State and another organization in Cameroon, Africa where we hope to build a secondary facility. We are also working with people in some of the poorer Carribean nations as well ... and would certainly be open to working in other locations around the globe.

The Problems

Update posted by Ward Tipton at 12:38 pm

The child is most often a contributing member of the family unit. Frequently the child will be put to work in whatever field the family has undertaken as its mainstay or elsewhere that some work is available and even minor financial contributions can be made to the family unit by. . . . .
