After visiting remote areas of the province, PNNI discovered that there is a substantial NO vote to the division of the province. The problem is that communities are fragmented and afraid. They do not see enough leaders in civil society openly campaigning for a NO vote and are thus easily forced to take rice benefits for a YES vote. PNNI is calling on civil society leaders to start proclaiming in public the advocacy of a NO vote instead of trying to promote their cause through social media. It is also recommended to be visible outside Puerto Princesa City, in areas of the poorest of the poor.
