A robot that detects Tsunami and blast fishing

We are currently working on a robot that can detect signs of tsunamis, earthquakes and blast fishing but with a minimal budget, we can't finish our project. Our robot will surely be effective against these kinds of natural disasters and will be a great help to our community. Our robot uses a sound sensor and a vibration sensor. Our robot is a water robot means it will spend most of its time in the water. We have the idea in mind but our only problem is the budget that will be spent. With a budget, we will surely be able to improve the design of our robot, buy better materials for it to be more consistent and for it to be a more effective tool in helping our community by detecting signs of tsunamis, earthquakes and blast fishing.
