a lil help needed for my education

hi, hoping this would actually help me. i am turning 17 and i am a PR in singapore, my dad is not responsible, and does not have the ability to support me as he earns a thousand a year (based on his cpf) . right now i am accepted into a course in higher nitec. i would really love to continue studying yet he does not have $3.8k which i have to pay by 17march, and also he owes my secondary school $2240. i am currently not staying with him and is renting out so i have to pay about $500 on my own already. hoping to get as much fund as possible. $5000 is just a minimum. thank you for taking your time in reading this.
