According to the latest news headlines, Hong Kong recorded its biggest retail slump on record in October when sales contracted 24.3 per cent to HK$30.1 billion (US$3.9 billion) . The government also estimates that the economy will shrink by 1.3 per cent in 2019. At the meantime, a slump in tourist footfalls will push even more retailers out of business in the coming months.
We understand the government should shoulder all of the costs regarding to this social issue and convince the landlords to “share the pain” by adopting a flexible rent model based on a percentage of sales due to the extraordinary circumstances. As public resources are limited, in order to offer a helping hand to people in need, the aim of this campaign is to i) setup a public fund for those small and local enterprises, ii) offer temporarily financial funding to the needed people who lost their job for living expenses and iii) setup social enterprises(the “SEs”) to provide sustainable support to disadvantaged groups. To increase transparency and efficiency, an official bank account for this charity fund will also be created in due course.
It seems it is impossible, but we will treat it as the hope of a beneficent person and give it our warmest welcome.
